Title 1 is the largest federal aid program for our nation’s schools.  The goal of Title 1 is a high quality education for every child, so the program provides extra help to students who need it most.

G.C. Hartman is a Title 1 Targeted Assisted School.  That means we identify (or target) students who are having difficulty in reading for Title 1 services. These reading difficulties are determined through a variety of means such as easyCBM testing results, PSSA testing, benchmark assessments, and classroom testing results.

Identified students receive reading support from trained Reading Specialists.  These support services are provided in small groups and designed for specific instruction to increase fluency, comprehension, and writing skills. The Title 1 program has been integrated into the school’s response to instruction and intervention (RTII) process.
